47. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors C Barnett and M Freeman.

48. MINUTES
It was RESOLVED that the Minutes of the Meeting of the Council held on 7th September 2021 be confirmed as a correct record and signed by the Mayor.

49. DECLARATIONS OF INTEREST
Councillor Little declared an Other Disclosable Interest in Agenda Item No. 7 – Minutes of the Planning Committee 28th September 2021, Minute Number 26(p) - WF.21/0597/FUL, Chichester Caravans, Vale Road, Stourport-on-Severn, DY13 8YL as he had a close connection with the land owner.

Councillor Lloyd declared an Other Disclosable Interest in Agenda Item No. 7 - Minutes of the Parks Committee 28th September 2021, Minute Number 26(k) – WF.21/0907/LBC - Internal alterations to first floor bathroom at Mucklowe House, Areley Lane, Stourport-on-Severn, Worcestershire DY13 0TA as he knew the applicant.

Councillor Henderson declared an Other Disclosable Interest in Agenda Item No. 10 – Application for a street trading consent at Toll House Car Park, Dunley Road, Stourport-on-Severn as he was a member of the district council’s Licensing Committee.

Councillor Dawes declared an Other Disclosable Interest in Agenda Item No. 10 – Application for a street trading consent at Toll House Car Park, Dunley Road, Stourport-on-Severn as she was a member of the district council’s Licensing Committee.

51. MOTIONS SUBMITTED UNDER STANDING ORDERS

53. PLANNING COMMITTEE MINUTES – 28TH SEPTEMBER 2021
The Chairman of the Planning Committee informed Council of the planning application recommendations to be made to the District Council. The minutes of the meeting held on 28th September 2021 were approved.

54. UPDATE FROM LOCAL DISTRICT INSPECTOR DAVID KING AND PC SAM MAHER ON SAFER NEIGHBOURHOOD MATTERS
Inspector David King and PC Sam Maher attended the meeting to provide an update on Safer Neighbourhood Matters which was attached at Appendix 1 to the minutes. Inspector King had recently taken up his new post and gave Council a resume of his career history. There were three community issues going forward in relation to the Police Community Charter and these were Anti-Social Behaviour, Theft and Speeding. In response to questions by Members, the police acknowledged comments made on speeding and dangerous cycling and Councillors were asked to report anything that they were made aware of.

55. GENERIC EMAIL ADDRESSES FOR COUNCILLORS
The Town Clerk asked Members to consider the use of a generic email for their email addresses. A discussion ensued on the use of personal devices, security and data protection. It was RESOLVED that the Town Clerk look into the costings for all Town Councillors to have a Stourport Town Council email address.

56. APPLICATION FOR A STREET TRADING CONSENT AT TOLL HOUSE CAR PARK, DUNLEY ROAD, STOURPORT-ON-SEVERN, WORCESTERSHIRE DY13 0AA (21/03338/STRETR)
An application had been received by Worcestershire Regulatory Services for street trading consent at Toll House Car Park, Dunley Road, Stourport-on-Severn. A discussion ensued and concerns were around increased traffic either stopping on Dunley Road or turning into/out of Harold Davis Drive when the road was already very busy. It was also perceived that the new Medical centre would impact on exactly the same piece of road when it opened. The combination of these issues was sufficiently concerning for a majority of councillors to vote against the proposal.

57. UPDATE FROM COUNCILLORS N MARTIN AND J THOMAS (CABINET MEMBERS FOR WYRE FOREST DISTRICT COUNCIL) AND COUNCILLORS P HARRISON AND C ROGERS (STOURPORT COUNTY COUNCIL COUNCILLOR)
Councillor Rogers advised Council that Covid booster vaccinations had commenced throughout the County. He also advised that temporary restrictions were ongoing with the closure of the slip road to the Stourport Recycling Centre on Minster Road, Stourport-on-Severn, however, this could lead to a permanent closure. There was also a road resurfacing programme being carried out.

58. PURCHASE OF A DEFIBRILLATOR AT THE WAR MEMORIAL PARK
The Town Clerk asked Council if it was possible to purchase a defibrillator for the outside of Stourport Community Centre. After a discussion, several members agreed to donate (through their Community Leadership Fund/Divisional Funds) towards the purchase of one or possibly two defibrillators. The Town Clerk would follow up.

59. ACCOUNTS
The Town Clerk reported that Accounts for September totalling £19,044.89 had been paid since the last meeting and it was RESOLVED that the report be noted and approved. A Schedule of the Accounts paid was appended at the end of these Minutes, in the Council’s Minute Book, and was available for general inspection.
