81. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors: J Byng, P Harrison and D Sheppard.

82. MINUTES

It was RESOLVED that the Minutes of the Meeting of the Council held on 8th November 2022 be confirmed as a correct record and signed by the Mayor.

83. DECLARATIONS OF INTEREST

There were no declarations of interest.

There was no public question time.

85. MAYORS COMMUNICATIONS

The Mayor’s engagements were circulated and noted.

86. MOTIONS SUBMITTED UNDER STANDING ORDERS

No motions had been received in accordance with Section 6 of the Council’s Standing Orders.

87. PLANNING COMMITTEE MINUTES OF 29TH NOVEMBER 2022

The minutes of the Planning Committee meeting held on 29th November 2022 were approved.

88. UPDATES FROM REPRESENTATIVES ON OUTSIDE BODIES

Council received the following updates: Councillor Williams The Worcestershire CALC AGM had been held on 28th November 2022 and topics covered included core documents a Council should review annually, the Local Council Award Schedule, Elections for 2023 and Digital exclusion. Councillor Rogers Stourport Forward had held a Christmas market and Santa’s grotto on Saturday 3rd December which had been a success and all traders had made a profit.

89. UPDATE FROM COUNCILLORB DAWES ON SAFER NEIGHBOURHOOD WATCH

There was no update this meeting.

90. UPDATE FROM COUNCILLORS N MARTIN AND J THOMAS (CABINET MEMBERS FOR WYRE FOREST DISTRICT COUNCIL) AND COUNCILLORS P HARRISON AND C ROGERS (STOURPORT COUNTY COUNCIL COUNCILLOR)

There was no update this meeting.

91. ACCOUNTS

The Town Clerk reported that Accounts for November totalling £27,426.05 had been paid since the last meeting and it was RESOLVED that the report be noted and approved. A Schedule of the Accounts paid and additional details were appended at the end of these Minutes, in the Council’s Minute Book, and was available for general inspection.

93. EXCLUSION OF THE PRESS AND PUBLIC

Decision: "Under Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting during the consideration of the following items of business on the grounds that they involve the likely disclosure of "exempt information" as defined in paragraphs of Part 1 of Schedule 12A to the Act.

94. LEASE FOR CIVIC HALL

A robust discussion was held on the lease for the Civic Hall, Stourport-on-Severn. Decision: The Civic Hall lease be granted to The Civic Group for a term of 5 years subject to the Civic Group trustees agreeing to new terms and conditions. The existing lease will be extended by 3 months in order for a new lease to be drawn up and agreed.
