Minutes of a meeting of the planning committee of Stourport-on-Severn Town Council held in the Mayor’s parlour, at the Civic Centre, Stourport-on-Severn held at 2.30pm on Tuesday 25th February 2025

  1. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillor I Schmeising-Barnes. In the absence of Councillor I Schmeising-Barnes, Councillor T Schmeising-Barnes was appointed as a substitute

  2. MINUTES
    It was RESOLVED that the Minutes of the Meeting of the Planning Committee Council held on 28th January 2025 be confirmed as a correct record and signed by the Chair.

  3. DECLARATIONS OF INTEREST
    There were no declarations of interest.

  4. PLANNING APPLICATIONS REPORT
    Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:-

    1. 25/0020/FUL - 26 Bridge Street, Stourport-on-Severn, Worcestershire DY13 8UR

      Change of use of ground floor from retail to hot food takeaway (Sui Generis) and associated works.

      Deferred.

    2. 25/0045/HOU - The Outlook, Olive Grove, Stourport-on-Severn, Worcestershire DY13 8XY. Proposed rear extension linking kitchen with existing garage, and part garage conversion.

      Recommend approval.

    3. 25/0047/PNH - *** INFORMATION ONLY *** - 121 Bewdley Road, Stourport-on-Severn, Worcestershire DY13 8XX. The extension is a 6m single storey extension off the rear of the house.

      Noted.

    4. 25/0048/HOU - 50 Wilden Top Road, Stourport-on-Severn, Worcestershire DY13 9JQ. Demolition of conservatory and construction of rear two storey extension (Retrospective).

      Recommend approval.

    5. 25/0057/FUL - York House Medical Centre, 20 - 21 York Street, Stourport-on-Severn, Worcestershire DY13 9EH. Part-conversion of former medical centre (Use Class E) to 3No. apartments (Use Class C3)

      Recommend approval.

    6. 25/0058/LBC - York House Medical Centre, 20 - 21 York Street, Stourport-on-Severn, Worcestershire DY13 9EH. Listed building consent for the part-conversion of former medical centre (Use Class E) to 3No. apartments (Use Class C3).

      Recommend approval.

    7. 25/0067/COUN - Civic Centre, New Street, Stourport-on-Severn, Worcestershire DY13 8UJ. External works to building to include Emergency demolition of roof store, Installation of new keyguard edge protection to roof perimeter, raising of parapet by 30mm to permit roof overhaul and replacement of glazing.

      Recommend approval.

      Change of use of ground floor retail unit (Class E) to 1no. residential flat (Class C3).

      Recommend approval.

    9. 25/0095/FUL - Old Fire Station, Mitton Street, Stourport-on-Severn, Worcestershire DY13 9AA. Part-demolition of existing building to facilitate extension to car park and associated works.

      Deferred.

    12. 25/0113/TPO - Tesco Superstore, Severn Road, Stourport-on-Severn, Worcestershire DY13 9FB. Silver birch trees to be cut back 1 meters from building roof to prevent rodent access to roof. Fallen tree to cut and cleared away from site.

      Recommend approval.

    14. 25/0126/HOU - 75 Stagborough Way, Stourport-on-Severn, Worcestershire DY13 8TX. Removal of existing boundary fences and construction of new boundary wall onto Stagborough Way and Almond Way (Retrospective).

      Recommend approval.

      Deferred.

      Deferred.

      Proposed extensions to the front and rear of the dwelling house (including the demolition of the existing conservatory and carport).

      Recommend approval.

  5. ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION

    Noted.

  6. DECISIONS ON PAST PLANNING APPLICATIONS

    Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted.

  7. SECTION 106 MONITORING REPORT

    A discussion took place around the Section 106 Monitoring Report, contained within Agenda Item 4. All who attended the meeting agreed that the information was useful and that they would like to see it included on future planning agendas.

    Councillors asked the Assistant Clerk to provide further details at the next meeting to include information pertaining to:

    • Who provided the report, how frequently the report was updated, and to who the report was distributed.
    • Whether monies identified in the report had been due and payable at specific times (and if so, Councillors expressed a desire for this information to be included on future reporting).
    • Who was responsible for ensuring monies had been distributed to local bodies.
    • How was the distribution of Section 106 money reported (and who is responsible for reporting this).
    • Whether Section 106 money has any timescale for spending attached, once received by local bodies.
    • How had the amounts been calculated (and who had provided the calculations).
