115. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Byng, Dawes, Freeman and Thomas.

116. MINUTES

It was RESOLVED that the Minutes of the Meeting of the Council held on 7th February 2023 be confirmed as a correct record and signed by the Mayor.

117. DECLARATIONS OF INTEREST

There were no declarations of interest.

118. PUBLIC QUESTION TIME

There was public question time.

119. MAYORS COMMUNICATIONS

The Mayor’s engagements were circulated and noted.

120. MOTIONS SUBMITTED UNDER STANDING ORDERS

No motions had been received in accordance with the Council’s Standing Orders.

121. PLANNING COMMITTEE MINUTES OF 28TH FEBRUARY 2023

It be resolved that the minutes of the Planning Committee meeting held on 28th February 2023 be approved.

122. UPDATES FROM REPRESENTATIVES ON OUTSIDE BODIES

Councillor Williams advised Council that the Wyre Forest Calc/Joint Forum meeting would be held via Zoom on Thursday 16th March 2023.

123. UPDATE FROM TOWN CLERK ON STOURPORT COMMUNITY CENTRE

Council were advised that Stourport Community Centre was now being managed by the town council and that all hirers had been visited. A cleaner had been employed on a temporary basis to ascertain a cleaning regime. The Town Clerk was thanked for her hard work on this.

124. UPDATE FROM COUNCILLOR B DAWES ON SAFER NEIGHBOURHOOD WATCH

There was no update this meeting.

125. UPDATE FROM COUNCILLORS N MARTIN AND J THOMAS (CABINET MEMBERS FOR WYRE FOREST DISTRICT COUNCIL) AND COUNCILLORS P HARRISON AND C ROGERS (STOURPORT COUNTY COUNCIL COUNCILLOR)

Councillor Harrison advised Council that the levy for Lengthsman claims would be increased by 5%.

126. COMPLAINT RECEIVED FROM WYRE FOREST DISTRICT COUNCIL REGARDING AN ACCUSATION OF A CODE OF CONDUCT BREACH

A complaint had been received, via Wyre Forest District Council, regarding a perceived breach of the Code of Conduct. The findings of the Independent person was there had been no breach of the code of conduct or predetermination.

127. ACCOUNTS

The Town Clerk reported that Accounts for February 2023 totalling £58,640.84 and had been paid since the last meeting and it was RESOLVED that the report be noted and approved. A Schedule of the Accounts paid and additional details were appended at the end of these Minutes, in the Council’s Minute Book and was available for general inspection.

There was no other business. Councillor Martin arrived at this point, 6.47pm.

129. EXCLUSION OF THE PRESS AND PUBLIC

Decision: "Under Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting during the consideration of the following items of business on the grounds that they involve the likely disclosure of "exempt information" as defined in paragraphs of Part 1 of Schedule 12A to the Act.

130. UPDATE FROM THE TOWN CLERK FOLLOWING DISCUSSIONS WITH WYRE FOREST DISTRICT COUNCIL ON A PROPERTY IN STOURPORT-ON-SEVERN

The Town Clerk updated Council on discussions that had been held with Wyre Forest District Council on a property in Stourport-on-Severn and it was agreed that all options would be looked into.

131. MOTIONS SUBMITTED UNDER STANDING ORDERS – ONE MOTION HAD BEEN RECEIVED IN ACCORDANCE WITH OUR STANDING ORDERS.

One motion had been received and a discussion was held at length.
