59. APOLOGIES FOR ABSENCE Apologies for absence were received from Councillors: Mrs V Higgs and J Thomas. 60. MINUTES It was RESOLVED that the Minutes of the Meeting of the Council held on 6th October 2020 be confirmed as a correct record and signed by the Mayor. 61. DECLARATIONS OF INTEREST There were no declarations of interest. 62. PUBLIC QUESTION TIME No public had registered to speak. 63. MAYORS COMMUNICATIONS The Mayor and Deputy Mayor’s engagements were circulated and noted. Council were informed of the following: • The Town Council offices were closed until further notice in light of Covid restrictions. • Remembrance Sunday service would go ahead with the agreed 6 people and restrictions in place. • The Christmas lights/displays were being put up in the Villeneuve Gardens on Wednesday 4th November 2020. 64. APPLICATIONS FOR PLANNING PERMISSION Consideration was given to consultations by the District Council on the following applications for planning permission, and it was RESOLVED that the District Council be informed of the Town Council response to each consultation, as set out below:- a. WF.20/0337/FUL – Proposed 4 No. 3 Bed Detached Dormer Bungalows at Land Adjacent, 7 Hartlebury Road, Stourport-on-Severn, Worcestershire DY13 9NL. Recommend Refusal. b. WF.20/0443/FUL – Replacement windows at 52-53 High Street, Stourport-on-Severn, Worcestershire DY13 8BX. Recommend Approval. c. WF.20/0599/HOU – Erection of porch including alterations to existing roof at 24 Abberley Avenue, Stourport-on-Severn, Worcestershire DY13 0NZ. Recommend Approval. d. ARISING FROM CONSIDERATION OF THE APPLICATIONS FOR PLANNING PERMISSION Noted. 66. DECISIONS ON PAST PLANNING APPLICATIONS Members had been circulated with a list of the decisions of the District Council in respect of past planning applications and, it was RESOLVED that the list be noted. 67. UPDATE FROM COUNCILLOR MRS B DAWES ON SAFER NEIGHBOURHOOD WATCH There was no report this meeting. 68. UPDATE FROM COUNCILLORS MRS N MARTIN (CABINET MEMBERS FOR WYRE FOREST DISTRICT COUNCIL) AND COUNCILLORS P HARRISON & C ROGERS (STOURPORT COUNTY COUNCIL COUNCILLORS) Councillor Mrs Martin informed Council of the following: • Wyre Forest District Council was to introduce free parking for the Christmas period. • Marcus Rashford Initiative – the district council had been awarded a grant of £55,000 which had been given out to organisations in Wyre Forest, i.e. Foodbanks, Homestart, Childrens Centre. Councillor Mrs Martin was thanked for her update and in response to a Member question, she replied that the money had been handed out on a first come, first serve basis. Councillor Rogers informed Council that Worcestershire County Council would be helping with school meals over Christmas. He also report that gulleys in the county were being cleaned and grit bins were being filled. There was also a new Covid testing centre in the car park at Kidderminster Harriers which would operate on an appointment basis. 69. ACCOUNTS The Town Clerk reported that Accounts for October 2020 totalling £29,840.59 had been paid since the last meeting and it was RESOLVED that the reports be noted and approved. A Schedule of the Accounts paid was appended at the end of these Minutes, in the Council’s Minute Book, and was available for general inspection. 70. EXCLUSION OF THE PRESS AND PUBLIC Decision: "Under Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting during the consideration of the following items of business on the grounds that they involve the likely disclosure of "exempt information" as defined in paragraphs of Part 1 of Schedule 12A to the Act. 71. UPDATE FROM THE CHAIRMAN OF THE LOCALISM WORKING PARTY Members received an update from the Chairman of the Localism Working Party on progress to date with Wyre Forest District Council on the possibility of the transfer of some services/assets. Discussions were ongoing and Council would be updated accordingly. It was hoped a press release would be issued in due course to explain to the public what was happening. 72. ANY OTHER BUSINESS Councillor Mrs Griffiths asked Council if the Town Council could look at the impact Covid-19 was having on the residents and businesses in Stourport-on-Severn. After a short discussion, it was RESOLVED that a working party be set up. Nominations to be sent to the Town Clerk who would arrange for a meeting to be held.
